Saint-Germaine has potential to be a strong economic influence within the Frano-Canadien regions. However, this is all it is right now: potential. It is time for Saint-Germaine to unlock this potential by investing internationally. I recommend that our government place its holdings in NGO's which build the infrastructure of nations and hold certain commodities. These would allow Saint-Germaine to develope a market for intercontinental trade. NGO's which my advisors recommend include the Organisation of Petroleum Exporting Countries and the Clinton Foundation. The return on investment for Saint-Germaine for these two organisations could be seen both monetarily and in the form of new trade partners in developing communities around the world. I feel that with the enaction of the plan before us would prove very helpful to our current economic situation and improve our international relations with the macro-community. I will work closely with Henri Charron to ensure that the plan is well implemented and will bear much fruit for the citizen of Saint-Germaine.

The plan stated that this capital would be invested over a 10 year period. The Secretary of the Treasury, Araud Louvelle, stated his concerns for the plan during a later press conference:

"I believe that this plan will help the Saint-Germainien economy very much so yet would prove detremental to the financial situation of our government initially with the vast debt which would exist for a long period of time. I understand that risks must be taken to produce wealth, yet I feel this risk may be very unstable and turn our economic situation to that which would be comparable to the United States'."

"There is an obvious need for the views of micronations' views to be heard by the world. Some micronations have legitimate claims, as does Saint-Germaine. Thus we feel that our lack of recognition from macronations is limiting not only our voice but those of other legitimate micronations.
We feel that legitimate micronations, regardless of their religious, political, or economic beliefs should come together as a collective body to make our voices heard. We propose that this body be modeled on the structure of the United Nations and allow fair and equal representation for each state which is apart of it. We propose that there be, as in the United Nations, a General Assembly and an Economic and Social Council. We feel that there will be no use for a Security Council for its rulings may not be allowed to be implemented. These bodies created would debate issues which arise in both the micro-national and macro-national communities and pass resolutions to deal with these issues. We propose that there be a president of this organization who may make recommendations to either council. We feel that these ideas acted upon would help the international community better understand the goals of legitimate micronations and aid in the resolution of international problems.

"This plan has good intentions yet it fails to detail how Saint-Germaine will subsidize this clean energy and how it will enforce the mandates detailed with out government subsidies. M. Michel Baudouin is yet to speak with me on this so for the time being I withhold my support."

The Ministry of Foreign Affairs is expected to issue an official statement regarding the creation and Saint-Germaine's participation in an inter-micro-national organization of this type within the next to weeks.]]>
